Zur Entwicklung der Verbraucherpreise seit dem EU-Beitritt

Abstract

Vom Eintritt in die EU wurden vielfach unmittelbare Preissenkungen erwartet. Zwar ist eine Verbilligung von Nahrungsmitteln zu beobachten; eine allgemeine Analyse der EU-Preiseffekte wäre verfrüht. Einige der Auswirkungen, mit denen nach dem EU-Beitritt gerechnet wurde, waren bereits durch den EWR-Vertrag möglich; andere könnten bereits vor Jahresbeginn 1995 vorweggenommen worden sein. Aber nicht nur die zeitliche Zuordnung bereitet Schwierigkeiten; die Isolierung der EU-Effekte wird auch von der Überlagerung durch andere Effekte erschwert, die ebenfalls das gesamte Preisgefüge der Wirtschaft betreffen und sich über einen längeren Zeitraum erstrecken. Dazu zählen die Wechselkursänderungen in den vergangenen Jahren sowie die Verpackungsverordnung, die Ende 1993 in Kraft getreten ist.
