Steuerreform und EU-Beitritt prägen den Bundeshaushalt 1994 und 1995

Abstract

Der Bundeshaushalt stützte 1994 den Konjunkturaufschwung. Die zweite Etappe der Steuerreform brachte erhebliche Einnahmenausfälle, sie stimulierte aber sowohl den privaten Konsum als auch die Investitionen. Der Voranschlag 1995 ist durch den EU-Beitritt geprägt. Durch zum Teil einmalige Effekte wird das Nettodefizit des Bundes mit 27,5 Mrd. S beeinflußt. Der Voranschlag zeigt auch die wachsende Verflechtung zwischen den Trägern öffentlichen Rechtes, die mittelfristig für die Budgetkonsolidierung wichtig ist.
