Editorial. Zur Problematik der Staatsfinanzen

Abstract

Die Bundesregierung konnte im Herbst 1995 dem Parlament keinen Budgetentwurf für 1996 vorlegen und ist deshalb zurückgetreten. Die Aufgaben für die Budgetpolitik der nach den Wahlen neu zu bildenden Bundesregierung werden derzeit heftig diskutiert. Der Beitrag versucht diesbezügliche Fakten außer Streit zu stellen. Er beleuchtet die Entwicklung der Staatsfinanzen seit 1993, die gegenüber dem Voranschlag 1995 verschlechterte Ausgangssituation, die Konsequenzen des Budgetprovisoriums für 1996 und schließt daraus auf den Konsolidierungsbedarf. Dabei wird besonderes Augenmerk auch auf die Entwicklung der Haushalte der übrigen Gebietskörperschaften und auf die bisher mangelhafte Koordinierung zwischen diesen und dem Bund gelegt. Der Beitrag zeigt auf, warum der Budgetkonsolidierung in den nächsten Jahren hohe wirtschaftspolitische Priorität zukommen muß. Er weist darauf hin, daß die Budgetpolitik neben den notwendigen Reformen auch für Zuversicht und Innovationen in der Wirtschaft zu sorgen hat.
