Abstract

Der Telekommunikationssektor wandelt sich rasch von einem Monopolmarkt hin zur vermehrtem Wettbewerb. Neben Chancen entstehen dadurch aber auch Probleme. Die große Marktmacht des einstigen Monopolisten verlangt nach regulativen Eingriffen des Staates, damit Wettbewerb stattfinden kann. Überdies ist die Telekommunikationspolitik gefordert, an diesen neuen Rahmenbedingungen orientierte Strategien zu erarbeiten und die traditionellen institutionellen Strukturen entsprechend zu verändern.
