Österreichs EU-Beitritt. Zusammenfassung der Überlegungen

Abstract

Der Beitritt zur EU ist ein weitreichender politischer und wirtschaftspolitischer Schritt. Nicht so sehr seine unmittelbaren oder kurzfristigen wirtschaftlichen Konsequenzen sollen daher im Mittelpunkt des Interesses stehen, sondern die längerfristigen Möglichkeiten und Risken. Es wäre inadäquat, diese mit dem Durchrechnen eines notwendigerweise zeitlich und wirtschaftspolitisch begrenzt gültigen ökonometrischen Modells allein abtasten zu wollen, so sehr Modellrechnungen für die Konsistenz der Ergebnisse, möglicherweise auch für die Erfassung der Richtung und Größenordnung abhängiger Variabler notwendig erscheinen. Bei seinen Modellsimulationen ist sich das WIFO bewußt, daß Erfahrungen mit bestimmten Integrationsschritten der Vergangenheit (z. B. Zollabbau) nicht ohne weiteres auf den im wesentlichen politisch und wirtschaftspolitisch bedeutsamen Schritt des EU-Beitritts (bei dem es kaum um Zollabbau geht) und seine möglichen Konsequenzen zutreffen.
