Maßnahmen zur Erhaltung der Kulturlandschaft in Österreich

Abstract

Die österreichische Kulturlandschaft entstand weitgehend als Ergebnis der Agrarbewirtschaftung. Mit dem Rückzug der Landwirtschaft aus schwer zu bewirtschaftenden Flächen treten Änderungen im Erscheinungsbild der Landschaft ein, die zum Teil von der Gesellschaft wenig gewünscht werden. Gefährdet sind insbesondere die Landwirtschaft in den Berggebieten, in Regionen entlang der Ostgrenze mit starker allgemeiner Abwanderungstendenz sowie im Umkreis der Ballungszentren und der Weinbau in steilen Hanglagen. Da angesichts der herrschenden Agrarüberschüsse preispolitische und produktivitätsfördernde Maßnahmen in diesen Regionen wenig zielführend sind, suchen Bund, Länder und Gemeinden die Bauern mittels Prämien zu unterstützen. Diese können als Abgeltung von Landschaftspflegeleistungen aufgefaßt werden, obschon sie nur zum geringeren Teil auf einer Leistungsbasis berechnet werden. Die Prämien von Bund und Ländern für Landschaftspflegeleistungen erreichten 1992 fast 1,5 Mrd. S. Dies entspricht zwar kaum 4% des Einkommens der Land- und Forstwirtschaft; in Vorarlberg (rund 17%) und Tirol (über 12%) sind die Prämien aber ein spürbarer Einkommensfaktor.
