Sozialpolitik zu kurzfristig orientiert. Zur Entwicklung der sozialen Sicherheit im Jahr 1991

Abstract

Die Ausgaben für soziale Sicherheit eilten 1991 dem Wirtschaftswachstum deutlich voraus, ihr Anteil am BIP stieg auf 27,4%. Trotz Hochkonjunktur ist in den letzten Jahren der finanzielle Spielraum in den Sozialbudgets nicht größer geworden. Das raschere Wachstum der Einnahmen ließ neue Leistungsansprüche entstehen, die aber nur scheinbar problemlos zu finanzieren sind. So wurden die Pensionen in den letzten zwei Jahren deutlich stärker erhöht, als dem üblichen Berechnungsmodus entsprochen hätte, was Mehraufwendungen über viele Jahre bedingt. Gleichzeitig sind langfristige Strukturprobleme der Altersversorgung nach wie vor ungelöst.
