Budgetkonsolidierung – eine mittelfristige Aufgabe. Der Bundeshaushalt 1991 und 1992

Abstract

Der Bund setzt 1991/92 die Budgetkonsolidierung fort. Im Jahre 1991 verringerte er das Nettodefizit auf 3,3% des BIP (1990 3,5%), für 1992 ist ein Abgang im Allgemeinen Haushalt von 3,1% des BIP geplant. Die Entwicklung des Nettodefizits entspricht den mittelfristigen Vorstellungen. Allerdings stößt der Abbau des Defizits zunehmend auf Probleme. Die Konsolidierung verlagert sich stärker zu den Einnahmen. Der weitere Rückgang der Ausgabenquote wird durch die Struktur behindert. Die Budgetkonsolidierung ist nicht nur eine Aufgabe des Bundes, sie muß längerfristig den gesamten öffentlichen Sektor einbeziehen. Daher wird den finanziellen Verflechtungen innerhalb des öffentlichen Sektors verstärkt Beachtung zu schenken sein.
