Neutralisierung der sozialen Kosten des Straßenverkehrs

Abstract

Die starke Wettbewerbsstellung des Autoverkehrs gegenüber anderen Verkehrsträgern ergibt sich zum Teil dadurch, daß die Gesellschaft seine Wege-, Unfall- und Umweltkosten mitträgt. Im Sinne eines fairen Wettbewerbs, aber auch der Einschränkung von Unfällen und Umweltschäden sollten diese sozialen Kosten des Autoverkehrs durch Abgaben und Auflagen neutralisiert werden. Da der "Kostenwahrheit" entsprechende Abgaben für die verschiedenen Beförderungsfälle in der Praxis weder berechenbar noch einhebbar sind, sollten differenzierte Abgaben auf Ankauf, Haltung und Betrieb von Kraftfahrzeugen gemeinsam mit schrittweise verschärften technischen Standards die Bildung eines umweltfreundlichen und verkehrssicheren Fuhrparks sowie seinen umweltschonenden und unfallfreien Einsatz fördern. Mit dem zunehmenden Widerstand gegen den Straßenbau wird sich das Problem der Wegekostenbeiträge zum Problem der marktgerechten Preise für die Benützung knapper Verkehrsflächen verlagern.
