Funding of the Public Higher Schools in Bulgaria – Condition and Future Opportunities in the Context of Sustainable Development

Abstract

The author reviews the current situation of state funding of the higher schools. She recommends that they should be grouped and analyzed by types in order for the state to perform separate financial planning. A claim is made that the next step should be increasing the share of the performance-based funding as well as reviewing the driving factors for the main subsidy in medium and long term. The government should explore the option to set part of the primary funding formula depending on the number of graduates who meet predefined criteria instead of funding only by the number of enrolled students.
