The Air Passenger Tax and the Sustainable Development of Civil Aviation: Some European and Regional Contours

Abstract

This paper discusses the potential of an EU-wide air passenger tax for bringing the civil aviation on a sustainable path of development. The tax burden is disproportionately low given the carbon footprint of civil aviation. Thus, a carbon-based air passenger (ticket) tax becomes instrumental to limiting pollution caused by civil aviation. The author estimates the consequences of the EU-wide air ticket tax in terms of the expected tax revenue and decreasing number of passengers who departure from three Bulgarian airports – Sofia, Varna and Burgas.
