Basic income and economic opportunities: a comparison between Italy and Europe

Abstract

The objective of this paper is twofold: on the one hand we evaluate, the impact in terms of effectiveness and efficiency of a basic income instrument in Europe. On the other hand we advance, for Italy, a proposal for a guaranteed minimum income (i.e. "means-tested"). Our econometric model, estimated on 34 OECD countries in the period between 1990 to 2013, shows that there are no obstacles for efficiency against the activation of a minimum income in Italy. Moreover, our results show that a scheme of minimum income helps, along with other welfare supports, to increase employment levels.
