La coopération Nord-Sud : une composante de la dynamique externe de l’Union européenne

Abstract

Le constat mitigé des différentes conventions de Lomé et les impératifs d’une gouvernance mondiale en quête de légitimité suscitent actuellement des interrogations quant à la dynamique Nord-Sud de l’Union européenne. Si en matière commerciale, l’UE est un acteur de premier plan dans l’élaboration de nouveaux instruments d’intégration des PVD à l’économie mondiale (initiative européenne «Tout sauf les armes» appui aux mécanismes d’intégration régionale mise en place des Accords de partenariat3, elle peine par contre à faire entendre une voix cohérente dans d’autres domaines comme le financement du développement (Monterrey, 2002) ou le développement durable (Johannesburg, 2002). Notre objectif ici est donc d’explorer les défis auxquels la politique de coopération UE / ACP se trouve actuellement confrontés dans ces deux derniers domaines.
