Le big bang monétaire de l’an 2002

Abstract

L’instauration de l'Union économique et monétaire (UEM) dès 1999 se justifiait par la nécessité politique de passer à cette étape de la construction européenne dans les délais prévus par le traité de Maastricht. Mais, elle ne s’est pas accompagnée par une substitution totale de l’euro aux monnaies nationales parce que le système européen des Banques centrales n’était pas en mesure de fournir en temps voulu les pièces et les billets libellés en monnaie européenne. De ce fait, une période de transition de trois ans s’est ouverte au cours de laquelle l’euro, dont l’utilisation n’est ni obligatoire, ni interdite, coexiste avec les monnaies nationales.
