La nouvelle gouvernance économique européenne et ses implications sur les politiques du marché du travail

Abstract

Depuis la crise des finances publiques, les instances européennes disposent de pouvoir accrus sur les politiques d'emploi menées par les Etats membres. Après avoir expliqué la genèse de ce changement qui a été qualifié de « nouvelle gouvernance économique », nous passons en revue le type de politiques d'emploi préconisées par les instances européennes. Employabilité, activation des chômeurs et décentralisation des négociations sont parmi les thématiques récurrentes des instances européennes. En ce qui concerne le dernier point, l'OCDE a révisé ses préconisations du fait de manque de preuves empiriques tandis que l'Europe continue à promouvoir ce mode d'organisation des négociations collectives.
