Les perspectives d'évolution de la PAC dans les années 2020

Abstract

La Politique agricole commune (PAC) de l'Union européenne (UE) pour la période 2021-2027, qui ne sera appliquée qu'en 2023, entend mettre l'accent sur des objectifs environnementaux, en réponse au Pacte vert européen, et introduit un volet social. Un budget en baisse relative et une décentralisation accrue de sa mise en œuvre limitent toutefois la portée des réformes. A la lumière des tensions géopolitiques actuelles en Europe, la PAC devra, à nouveau, considérer la sécurité alimentaire comme un objectif prioritaire, car celle-ci est essentielle pour la stabilité sociale et politique au sein de l'UE, voire même au-delà de ses frontières.
