Vers une réforme du Pacte de stabilité et de croissance ?

Abstract

Dans l'Union européenne, les règles budgétaires, dont la principale concerne le Pacte de stabilité et de croissance, font l'objet de critiques depuis des dizaines d'années. Elles ont traversé plusieurs crises et ont été adaptées à plusieurs reprises sans toutefois les éteindre significativement. La décennie récente, marquée par les crises de 2008 et du Covid-19, mais aussi par des circonstances financières inédites (dette, taux d'intérêt), a relancé les débats. Consciente des insuffisances du Pacte la Commission a lancé en 2018 un processus de discussion pour une réforme, qui devait aboutir à des propositions au deuxième semestre 2022. Cet article entend faire le point sur l'état des débats et sur les chances de réussite d'une telle réforme.
