Vers un changement de paradigme dans la conception par l'UE de ses relations économiques avec les pays tiers ?

Abstract

Les institutions européennes, et notamment la Commission, ont été aveuglées pendant des décennies par les bienfaits de la mondialisation et les gains à attendre d'une division internationale poussée des processus de production. La pandémie et la guerre en Ukraine ont obligé l'UE à modifier son approche des relations économiques internationales et à adopter une nouvelle approche, celle de « l'autonomie stratégique ouverte ». L'ouverture internationale demeure la base de la politique économique extérieure de l'UE. Toutefois elle doit désormais être pensée et organisée stratégiquement pour limiter les risques de dépendance à l'égard de pays tiers et pour assurer la résilience des réseaux d'approvisionnement.
