Les difficultés de la mise en œuvre d'une politique macroprudentielle

Abstract

Les difficultés de mise en œuvre d'une politique macroprudentielle sont dues à plusieurs causes. Elles tiennent d'abord aux difficultés à identifier le risque systémique qu'elle a comme objectif premier de réduire et de spécifier la stabilité financière qu'elle est chargée d'assurer pour réaliser son objectif premier. Elles résultent ensuite de la multiplicité des instruments dont elle dispose pour agir sur les sources du risque systémique. Elles proviennent enfin des interrelations qui existent entre les politiques macroprudentielles et monétaires et qui peuvent affecter leurs efficacités respectives.
