Investissement vert et fonds structurels européens : répartitions et déterminants au niveau communal

Abstract

Cette note propose une décomposition inédite des fonds structurels européens au niveau communal. Elle analyse l'ensemble des subventions européennes (FEDER et FSE) des communes françaises de plus de 10 000 habitants sur la période 2014-2020. Cette nouvelle base de données permet de comprendre toute l'hétérogénéité de la répartition de ces fonds entre les communes, ainsi que ses déterminants. La taille de la commune, le niveau de développement économique et la présence de certaines institutions (préfecture et université) en sont les instruments clés. L'analyse se double d'une décomposition entre investissements verts et non-verts. Il apparaît que le niveau de développement est clairement le déterminant principal du verdissement des subventions européennes.
