Le plan de relance proposé par le Conseil européen : source d’espoirs et de frustrations

Abstract

Le consensus sur le plan de relance élaboré par le Conseil européen en juillet 2020 et sur ses applications peut être considéré comme un événement exceptionnel dans l’histoire européenne. En effet, ce plan implique des ruptures importantes améliorant certaines pratiques du passé du fait de son importance et de la mise en cause de certains principes européens que nécessite son application. Mais pour qu’il constitue un événement « historique », comme l’affirment certains journalistes et hommes politiques, il faudrait que ces ruptures soient définitives et qu’elles offrent ainsi des perspectives de progrès pour l’avenir. Cet article évalue l’importance de ces ruptures et les effets que l’on peut en attendre sur l’activité économique européenne, ainsi que les probabilités de leur maintien dans l’avenir en cas de succès du plan de relance.
