Abstract

Le contexte du COVID-19 représente à la fois une opportunité et une menace pour la gouvernance économique de la zone euro, et pour la discipline budgétaire dans l’UEM en particulier. Cette contribution revient sur la genèse de la discipline budgétaire dans la zone euro, souligne les enseignements qui peuvent être tirés des crises passées et dresse les contours de ce que pourrait être une règle budgétaire supranationale intelligente et cohérente avec la réalité économique.
