De nouveaux instruments budgétaires pour la zone euro

Abstract

Pour renforcer la résistance des économies de la zone euro face à des chocs asymétriques, la Commission européenne a proposé la création de nouveaux instruments budgétaires : un outil d’aide à la mise en place des réformes et un mécanisme de stabilisation. Ses propositions s’inscrivent dans un ensemble d’idées pour compléter l’union économique et monétaire. Cependant, elles semblent peu ambitieuses. Cela dénote des difficultés à atteindre un consensus entre les Etats membres sur la nécessité d’une capacité budgétaire centralisée. Les positions des économistes divergent quant à la forme que doit ou peut prendre cette dernière.
