Abstract

Secouée par la crise, l’Union européenne vient de se doter d’un nouvel arsenal de six résolutions législatives destinées à mieux surveiller les économies des Etats membres de la zone euro. Ce « paquet de six » sera opérationnel en janvier 2012. Sur le fond, il s’agit de renforcer le Pacte de stabilité et d’améliorer la surveillance macroéconomique. Ce paquet prolonge et renforce les exigences de rigueur défendues par la doctrine économique européenne. Sa présence tend à sédimenter un fédéralisme par des règles, alors que les Européens sont en droit d’aspirer à un fédéralisme politique.
