Pourquoi les nouveaux pays membres de l’Union Européenne sont-ils durement touchés par la crise financière ?

Abstract

Les nouveaux pays membres de l’UE sont sévèrement touchés par la crise financière mondiale ; la Hongrie et la Lettonie en tout premier lieu. La fragilité des pays d’Europe centrale et orientale est liée à l’accroissement rapide dans une période récente de leur endettement externe en devises étrangères. Les filiales des banques ouest-européennes implantées en Europe centrale et orientale ont joué un rôle de premier plan dans la distribution des crédits aux ménages et aux entreprises. Lorsque la crise financière s’est étendue aux banques ouest-européennes, elles ont brutalement réduit leur activité de crédit entraînant un ralentissement sévère des économies d’Europe centrale dont le dynamisme récent était largement fondé sur le recours à l’endettement.
