Abstract

El sistema monetario internacional se ha modificado bastante desde la reunión inaugural de los directores representantes en marzo de 1946. Desde esa época ha cambiado el papel a jugar por el oro, el régimen de tasas de cambio, la importancia y cuantía de los aportes realizados por los distintos países, al igual que la estructura e importancia de los mercados de capital nacionales e internacionales. Incluso se ha introducido una nueva forma de crédito, los Derechos Especiales de Giro, y se han creado fondos especiales para subvencionar algunos tipos de préstamos a países con bajos niveles de ingreso. Todos estos cambios reflejan por lo menos un hecho importante: la flexibilidad del mecanismo. Si el pasado se utiliza para realizar prognosis, se puede esperar en el futuro una evolución ulterior del sistema.1 En las páginas siguientes se delinearán algunos de los rasgos sobresalientes de ese proceso evolutivo, para intentar demostrar que el sistema se modifica en respuesta a las necesidades que crea el intercambio entre países. Se ha pensado que es conveniente, sin embargo, comenzar explicando lo que es un sistema monetario internacional, y su razón de ser.
