Abstract

La planificación no siempre ha adecuado las demandas políticas, sociales y económicas en función la capacidad administrativa e institucional. Es así como llega a caracterizarse una planificación en crisis delimitada por la ambigüedad, la insuficiencia y la perturbación, la cual llega a fundamentarse en degeneración de un subdesarrollo arraigado. Esta problemática ha venido restándole, no sólo fuerzas sino también causas, al sector científico tecnológico. En este trabajo se plantea una concepción diferente de la planificación científica y tecnológica, reflejando los avatares que se vivencian entre el discurso y la praxis y las consecuencias de observar la ciencia y la tecnología como una variable analítica en el proceso de planificación y el enfoque “situacional”. Es una forma de advertir la direccionalidad y viabilidad de capacidades argüidas por efecto de la persuasión, de saber y conocer las respuestas ante las dudas que se crean en la funcionalidad de un país confundido y por demás dificultado aunque en razonable medida, apuntalado ante factibles pautas de crecimiento nacional.
