Economic and environmental efficiency of forest management: essence, assessment and mechanism for ensuring

Abstract

It has been determined that the economic and environmental efficiency of forest management under market conditions is a notion that stipulates finding optimal (from the perspective of preserving qualitative and quantitative characteristics of the ecosystems and aspiration of the forest users to maximize returns) options of business decisions that will ensure integrated, sustainable and non-exhausting use of limited forest resources at all stages of reproductive process in the forest complex, that will allow to maximize benefits based on coordination of national, regional and local priorities. It has been proven that under the conditions of intensification of raw-material orientation of forestry production caused by the absence of well-reasoned state policy for stimulating advanced wood processing, the choice of the scorecard assessment system for economic and environmental efficiency of forest management should be based on the necessity to review each and all components of forest resource potential through the lens of them generating added value, therefore the indicators that reflect the complexity of forest resource potential usage, the level of wood raw materials recycling and wood raw materials should rank high in the system of scorecard of such assessment. It has been substantiated that one of the practical mechanisms to increase economic and environmental efficiency of forest management is concluding the agreements of public-private partnership, that will keep vitally important forest and forestry assets under state ownership and at the same time will contribute to the flow of investment of domestic and foreign private business entities in forestry production. In the short-term, the priority form of establishing partnership relations between state forestry enterprises and private business entities is the formation of cluster formations on their basis.
