Fiscal regulation of nature management: upgrading prospects

Abstract

The article deals with the essence of fiscal regulation of nature management. The expediency to upgrade the existing system of fiscal regulation of natural resources development in terms of the necessity to strengthen the financial self-efficiency of territorial communities in light of decentralization and local governance reform was grounded. The changes in the structure of special nature management fee income in terms of budgets of different taxonomic level in 2013 if compared to 2000 have been analysed. The mechanism to increase the efficiency of fiscal management of nature management at a regional level through the reconsideration of the principles of interaction between regional departments of the fiscal service and the local governance authorities as well as regional executive power has been suggested.
