Abstract

In connection with that the state of economy of railway transport follows to the subsequent decline, before science a task to search the ways of stop of its degradation processes and to ground the ways of exit from the crisis state appeared demandingly, in a that number a problem appeared to carry out the update of the fixed assets of railways and processes of management development of industry on the whole. For the decision of problem the task of providing of such process investments stands from one side, and from other is providing of process innovations for the decision of tasks of the technical, technological and administrative retooling a sub industry.
