La economía política de regulaciones a las industrias: un informe con implicaciones para estudios de regulaciones en países en desarrollo

Abstract

Este trabajo tiene un doble propósito; por una parte, informar de los principales hallazgos empíricos (y sus fundamentos e implicancias teóricas) de las dos últimas décadas de investigación económica en la política de la regulación. Por otra parte, este trabajo también desea ayudar al desarrollo de un esquema metodológico para futuras investigaciones sobre regulación en los países en vías de desarrollo. Así, se postulan algunas implicancias sobre regulación en los países en vías de desarrollo. Además, se postulan algunas implicancias básicas sobre las causas y efectos de la regulación a la industria, y las contrasta con la evidencia disponible sobre la extensión y el impacto a algunas regulaciones en países en vías de desarrollo (PED). De este trabajo se pueden derivar tres implicancias importantes y que son analizadas para casos específicos de regulaciones industriales en PED; primero, la promulgación de una regulación requiere el desarrollo de una coalición política.
