Abstract

Le passage à l euro des trois communautes francaises du Pacifique est envisage à moyen terme. Cela necessite leur accord, qui semble acquis pour la Polynesie et Wallis-et-Futuna, mais fait debat en Nouvelle-Caledonie. La situation de la Nouvelle-Caledonie est specifique à bien des egards puisqu elle est inscrite dans un processus institutionnel d emancipation vis-à-vis de la metropole. L objectif de cet article est d etudier les consequences possibles pour la Nouvelle-Caledonie d un rattachement à l euro. Afin de resoudre la contradiction entre emancipation et fixation irrevocable de la parite avec l Europe sont etudies ici : (i) la perte des transferts financiers de la Metropole et le developpement de ressources alternatives, (ii) les effets d une devaluation de la monnaie caledonienne et les implications du renoncement à cet outil. Abstract - Introducing the three French Pacific territories into the Euro currency zone is a medium term project which requires the agreement of the regional government of these three entities. Although this seems to be a mere formality for Polynesia and for the territory of Wallis and Futuna, the subject is still open to debate in New-Caledonia. This territory is specific in many ways, since it is undergoing an institutional process of emancipation from France. The aim of this paper is to study the consequences of this emancipation process for New Caledonia when it comes to the transition towards the Euro currency. In particular, we study the question of alternative resources instead of financial transfers from France and the effects of a devaluation of the New Caledonian currency.
