Abstract

Life has shown that the overall progress of society is inextricably linked to the improvement of our territory and local governments, which favor rational public investment location across the country, the harmonious development of different areas and localities. EU states are characterized by diversity in terms of territorial organization, which is reflected in the organization of public administration. In states unitary type, the central government exercises its powers throughout the country, while local government organized one, two or even three levels, exercise their powers only within the territorial-administrative who was elected and functioning.
