Abstract

Wishlade F. G. Competition and cohesion - coherence or conflict? European Union regional state aid reform post-2006, Regional Studies. In 2005, the European Commission adopted competition policy Guidelines regulating national regional aid. Mirroring European Union Cohesion policy reforms, initially the Commission took a 'hard line' outlawing national regional aid, except in areas designated by the Commission, in order to improve cohesion, competition, and the efficiency of aid spending. This was successfully resisted by the Member States in favour of a more flexible regime. This paper argues that the Commission's approach to regional aid reform was flawed and raises wider questions about the relationship between national and European Union regional policies and the way in which the European Union promotes cohesion, competition and competitiveness. En 2005, la Commission europeenne a adopte la directive sur la reglementation de l'aide nationale a finalite regionale. Ainsi refletant les reformes de la politique de cohesion, la Commission a adopte dans un premier temps une 'attitude ferme', declarant illegale l'aide nationale a finalite regionale, sauf dans des circonstances designees par la Commission, dans le but d'ameliorer la cohesion, la competition et l'efficacite des depenses de l'aide nationale a finalite regionale. Les pays-membres ont reussi a l'opposer au profit d'un systeme plus flexible. Cet article cherche a affirmer que l'attitude de la Commission quant a la reforme de l'aide nationale a finalite regionale avait des defauts et posait des questions de plus grande envergure a propos du rapport entre les politiques regionales nationales et celle de l'Ue, et de la facon dont l'Ue encourage la cohesion, la competition et la competitivite. Im Jahr 2005 fuhrte die Europaische Kommission Richtlinien zur Wettbewerbspolitik ein, mit denen die Regionalhilfen in den einzelnen Mitgliedsstaaten reguliert wurden. In Ubereinstimmung mit den Reformen der EU-Kohasionspolitik schlug die Kommission anfangs eine ,harte Linie' ein und verbot alle Regionalhilfen in Mitgliedsstaaten mit Ausnahme der von der Kommission benannten Gebiete. Auf diese Weise sollten die Kohasion, der Wettbewerb und die Effizienz der Subventionen verbessert werden. Die Mitgliedsstaaten widersetzten sich dieser Linie erfolgreich zugunsten einer flexibleren Vorgehensweise. In diesem Beitrag wird argumentiert, dass der Ansatz der Kommission bei der Regionalhilfenreform fehlerhaft war und generellere Fragen uber die Beziehung zwischen den nationalen und EU-weiten Regionalpolitiken sowie uber die Methoden der EU zur Forderung von Kohasion, Wettbewerb und Konkurrenzfahigkeit aufwirft. En 2005 la Comision Europea adopto unas directrices en la politica de competencia que regulan la ayuda regional de un pais. Reflejando las reformas de la politica de cohesion de la UE, la Comision adopto al principio una 'linea dura' derogando la ayuda regional a nivel nacional, excepto en areas designadas por la Comision, a fin de mejorar la cohesion, la competencia y la eficacia de los gastos en ayudas. Esto fue rechazado con exito por los Estados Miembros a favor de un regimen mas flexible. En este articulo sostenemos que la postura de la Comision con respecto a la reforma de ayudas regionales era deficiente y planteamos preguntas mas amplias sobre la relacion entre las politicas nacionales y regionales de la UE y el modo en que la UE fomenta la cohesion, la competencia y la competitividad.
