Abstract

The Education Reform Act of 1988 has had major implications for educational provision in England and Wales and subsequent legislation in 1993 has reinforced weak forms of parental choice which began with legislation in the 1980s. The legislative changes of the 1980s have given a prominent role for publishing non-adjusted tables of examination performance at school level both for accountability purposes and to aid parental choices. The present paper draws on previous research and case studies for school catchments in South Wales to bring census data much closer to school level data, producing a much closer fit of performance results to social indicators at aggregate scales. The results at these levels point to the need to bring together those agencies holding pupil-level data and agencies which hold school level data to allow multi-level approaches to contextualizing school performance results. Les lois des annees 1980 ont accorde un role majeur a la publication d'un classement non-ajuste de la reussite scolaire par categorie d'ecoles pour raison de responsabilite et pour aider les parents a faire le choix. Cet article puise dans des recherches et des cas d'etudes anterieurs relatifs aux secteurs de recrutement scolaire aux Pays de Galles du sud afin d'approcher plus etroitement les donnees provenant du recensement de la population des donnees rassemblees sur le plan des ecoles. Cela permet une correlation plus etroite entre la reussite scolaire et les clignotants sociaux aux niveaux globaux. A de tels niveaux, les resultats laissent voir qu'il faut reunir les agences qui ont des donnees sur les eleves et celles qui ont des donnees sur les ecoles afin de faciliter des facons a plusieurs niveaux de relativiser la reussite scolaire. Das Schulreformgesetz des Jahres 1988 hat bedeutsame Auswirkungen auf den Schulbestand in England und Wales gehabt, und wurde 1993 durch weitere Gesetzgebung bezuglich geringer Auspragung des Rechts elterlicher Wahl verstarkt, welche schon mit der Gesetzgebung der achtziger Jahre eingesetzt hatte. Die gesetzlichen Anderungen der achtziger Jahre ermoglichen die Veroffentlichung unbereinigter Tabellen der Prufungsleistungen auf Schulebene, zum Zwecke der Rechenschaftsablegung und als Hilfe fur Eltern bei der Wahl einer Schule fur ihre Kinder. Der vorliegende Aufsatz benutzt fruhere Untersuchungen und Fallstudien von Schuleinzugsgebieten in Sudwales, um die Daten der Volkszahlung denen der Schuljahrgange besser anzupassen, und so eine Entsprechung der Leistungsergebnisse an gesellschaftliche Indikatoren in den Gesamtskalen aufzuzeigen. Die Ergebnisse auf dieser Ebene deuten auf die Notwendigkeit hin, die Korperschaften mit Daten auf Schulerebene mit jenen zusammenzubringen, die uber Daten auf Schulebene verfugen, um vielfache Ansatze gestalten zu konnen, die Schulleistungsergebnisse in einen Zusammenhang einordnen.
