Abstract

WILLS J. (1996) Uneven reserves: geographies of banking trade unionism, Reg. Studies 30, 359-372. This paper explores the geography of trade union organization in the retail banking sector. Spatial variations in union membership, and the reasons for these differences, are excavated using empirical material collected in two high street banks in Welwyn Garden City (Hertfordshire) and Warrington (Cheshire) during 1993. Despite the fact that workers in both locations were employed in the same institutions, with the same nationally negotiated terms and conditions, the Banking Insurance and Finance Union (BIFU) was found to be more strongly implanted in the northern than in the southern location. Moreover, contrary to the expectations of some commentators and scholars, the enormous changes which are occurring in retail banking employment did not appear to be undermining these geographical variations. Workplace trade union cultures were found to persist, reflecting different local histories of union organization and variations in local trade union activity. In Warrington, a regional network of trade union activists was found to play an important role in maintaining trade union organization in the workplace. This example would suggest that the geography of trade union organization is an important factor mediating the operation of labour markets at a local scale. Moreover, these local differences in workers' expectations, cultures and traditions of unionization also shape trade union recruitment opportunities within the private services sector. WILLS J. Raumliche Unterschiede in der Mitgliedschaft der Gewerkschaft, und die Grunde fur diese Unterschiede wurden im Jahre 1993 mit Hilfe empirischen Materials zweier Banken in den Hauptgeschaftsstrassen von Welwyn Garden City (Hertfordshire) und Warrington (Cheshire) zu Tage gefordert. Obwohl Arbeiter an beiden Standorten in den gleichen Institutionen unter den gleichen, im ganzen Lande vereinbarten und gultigen Bedingungen beschaftigt waren, erwies die Gewerkschaft Banken, Versicherung und Finanzwesen (BIFU) sich am nordlicheren Standort als starker vertreten als am sudlichen. Daruberhinaus, und im Gegensatz zu den Erwartungen einiger Kommentatoren und Gelehrten, scheinen die erheblichen Umstellungen, die z.Zt.auf dem Gebiet der Beschaftigung im Bankwesen stattfinden, diese geographischen Unterschiede nicht zu beeinflussen. Man halt an der Gerwerkschaftskultur des Arbeitsplatzes beharrlich fest, und spiegelt damit Unterschiede in ortlichen Traditionen der Gewerkschaftsorganisation und Gewerkschaftsaktivitat wider. In Warrington spielte ein regionales Gewerkschaftsaktivistennetz eine wichtige Rolle in der Pflege des Gewerkschaftswesens am Arbeitsplatz Dieses Beispiel legt nahe, dass die geographische Verteilung des Gewerkschaftswesens ein nicht unerheblicher Faktor in der Planung der Handhabung des Arbeitsmarktes auf ortlicher Ebene ist. Daruberhinaus bilden diese ortlichen Unterschiede in Erwartungen, Kultur und Tradition des Gewerkschaftswesens auch Gelegenheiten fur die Gewerkschaft zur Werbung im privaten Dienstleistungssektor.
