Abstract

Disability is a complex, multi-dimensional and constantly evolving concept. Understanding of disability issues, rights of persons with disabilities and disability statistics is vital for understanding the complexity of disability evaluation, planning and facilitating the activities developed in this area. Disabled persons are still at a significant disadvantage on the labor market in all European countries. These persons generally have a lower participation rate, higher unemployment and lower levels of education than the general population. Most countries develop active strategies to include and integrate disabled persons on the labor market. However, the degree of success is not always measured or evaluated. Theoretically, the law frame provides all the mechanisms by means of which discrimination can be fought, but their putting into practice raises a question mark upon the effectiveness of antidiscrimination policies for persons with disabilities.
