Abstract

Zusammenfassung Die politische Zielsetzung der Klimaneutralität im Jahr 2050 bedarf einer effizienten Umsetzung. Das europäische Zertifikatesystem (EU-ETS) ist dazu allerdings nicht in der Lage und wird mit sehr hoher Wahrscheinlichkeit die notwendige Ausdehnung auf den Transportsektor und die privaten Haushalte nicht bewältigen können. Basierend auf der Tatsache, dass CO2-Emissionen in einem festen Verhältnis zu den eingesetzten Gas-, Kohle- und Erdölmengen stehen, wird in diesem Beitrag ein Vorschlag zur effizienten Dekarbonisierung der Wirtschaft präsentiert. Mit einem Fokus auf die weniger als 1000 öl-, kohle- und gasfördernden Unternehmen und Importeure in der EU würden dabei alle CO2-Emissionen abgedeckt und die öffentlichen sowie privaten Verwaltungskosten massiv gesenkt werden. Für jeden gegebenen Dekarbonisierungspfad würde diese Vorgehensweise die Zielsetzung auf EU-Ebene zu minimalen Kosten ermöglichen und das Bürokratiemonster EU-ETS vermeiden.
