Abstract

Zusamenfassung Der traditionelle Indikator für die Messung des wirtschaftlichen Wohlstands eines Landes ist das Bruttoinlandsprodukt (BIP). Das BIP misst jedoch nicht das Einkommen, dass die Bürger eines Landes in der übrigen Welt erzielen. Die im Ausland erzielten Einkommen werden durch das Bruttonationaleinkommen (BNE) widergespiegelt. Diese berechtigen die Bürger zu im Ausland produzierten Waren und Dienstleistungen. Das BNE ist zudem relevant, wenn man das Potenzial für Steuereinnahmen betrachtet. Eine Staatsschuldenquote mit Bezug zum BIP könnte ebenfalls als Indikator für die Schuldentragfähigkeit verfehlt sein. Aber auch das ökonomische Verhalten in einer alternden Gesellschaft führt zu einer großen Bedeutung der Kapitaleinkommen aus dem Ausland, die im BNE abgebildet werden. Entsprechend sollte der materielle Wohlstand, der den Bürgern eines Landes zur Verfügung steht, besser am BNE gemessen werden als am BIP.
