Abstract

Zusammenfassung Die guten ökonomischen Rahmenbedingungen eröffnen aktuell die Möglichkeit, aufgelaufene Schuldenprobleme der öffentlichen Haushalte anzugehen. Zur Debatte steht dabei insbesondere, kommunale Kassenkredite in einen Altschuldenfonds zu überführen. Ziel der Ausgestaltung sollte es sein, die effektive Schuldenlast zu verringern, um die besonders betroffenen Kommunen zu erreichen. Hohe Kassenkreditbestände sind Zeichen grundsätzlicher Probleme des Gemeindefinanzsystems. Dabei ist ein Altschuldenfonds für aufgelaufene (Kassen-)Kredite ein erster Schritt, dem aber weitere Konsolidierungsbeiträge folgen sollten. Dazu ist ein ganzes Bündel in sich greifender Maßnahmen auf allen föderalen Ebenen notwendig. Dies wäre ein echter Beitrag zum Abbau regionaler Disparitäten und zur Schaffung gleichwertiger Lebensverhältnisse im Land.
