Mindestreferenzwerte für CO 2 -Emissionen

Abstract

A core question in climate change policy is: Who is allowed to use how much of the remaining CO2 budget, so that we can adhere to the 2°C limit? The Regensburg Model gives an answer to this question, based on a criterion which Federal Chancellor Merkel has postulated already in 2007: gradually converging per-capita rights. This means the Regensburg Model can provide important reference values for the Intended Nationally Determined Contributions (INDCs) to be submitted by the countries in preparation for Paris 2015. Often, more climate justice than just gradual convergence is demanded. If the countries however should not even meet this minimum criterion, they will have difficulty explaining.
