Zur Interdependenz von Regulierung und interner Unternehmensrechnung — Netzübergänge im Rahmen der Anreizregulierung

Abstract

Zusammenfassung In Branchen, in denen das Geschäft einer Preis- und Gewinnregulierung unterliegt, wird die Ausgestaltung der internen Unternehmensrechnung wesentlich durch regulatorische Vorgaben bestimmt. Werden Besonderheiten eines regulierten Marktes nur unzureichend durch bestehende Vorschriften und gesetzliche Regelungen erfasst, können sich Ermessensspielräume in den internen Unternehmensrechnungen der regulierten Unternehmen ergeben. Der vorliegende Beitrag zeigt am Beispiel der Regulierung der Netznutzungsentgelte in der Energiewirtschaft, welche Erlös- und Preiswirkungen sich durch Gestaltungsspielräume bei der Abwicklung von Netzübergängen zwischen Netzbetreibern ergeben. Die zugrunde liegende Problemstellung kann dabei nicht nur die erzielbaren Erlöse eines Netzbetreibers, sondern auch die Infrastrukturkosten einer gesamten Region und deren zukünftige Entwicklung nachhaltig beeinflussen.
