Territorial Structure of Russian Civil Aircraft Industrial Complex

— Based on an analysis of materials from 1700 companies, aircraft industrial enterprises in Russia were catalogued and their production relations were determined. The “snowball” method was used to compile the registry of aircraft factories: partners and competitors of the companies included in the Union of Aircraft Manufacturers of Russia were identified; for each of them, partners and competitors were again identified; iterations were repeated until entry into the registry of new enterprises ceased. The article reflects the stages of formation of the territorial structure of the industry and current trends in its transformation. A change in the role of individual placement factors has been recorded: an increase in the importance of the labor factor with a decrease in importance of the infrastructural factor. The coefficient of involvement of enterprises in aircraft construction was calculated, and territorial and intraindustry differences in the value of this coefficient were analyzed: its maximum values fall on the upper levels of production chains, and in Russia’s eastern regions, the zone of deployment of flagship assembly plants. A series of maps has been compiled, reflecting the territorial structure of the industry and its dynamics. The territorial structure of production ties of aircraft manufacturing enterprises has been revealed; it has a pronounced centripetal character: three-fifths of all ties are carried out with the Moscow capital region. Based on an analysis of the location of enterprises and structure of their ties, aircraft industrial zoning was carried out. The specialization and characteristic features of the territorial structure of each of the ten regions have been determined: the Capital region specializes in R&D; the Western region on avionics and repair; the Chernozem on avionics and aircraft assembly; the Southern, Volga, Baikal, and Far Eastern on aircraft and helicopter assembly; the Northern and Ob regions on accessories and motors; the Ural region on materials, parts, and motors.
