Abstract

The period between 2003 and 2011 has been a fortunate time interval for the Turkish economy. During this time there has been a stable economic growth. This has increased the ability of families to pay tuition fee. However, this increase did not affect the tuition fees for foundation universities. The tuition fees followed an inverted U trend and finally ended up below the 2003 levels. In this essay, we study the reasons of why the the tuition has followed this path. The capacity increase, the decrease in the number of students who is eligible for undergraduate education, increase in the wages of state university professors, the location of the universities and the educational type of the faculties are the factors that influence the tuition fees. The inverted U trend that we observe in tuition fees is also observed in the student quality. In 2005, all the faculties could fill up their capacities, however below fifty percent of the faculties could fill up their capacities in 2011. We analyze the connection between the decreasing tuition and the decreasing quality and provide policy suggestions to solve the quality problem.
