Crecimiento e inclusion en los territorios rurales-urbanos de Chile

Abstract

Este articulo estudia las caracteristicas de los territorios funcionales rurales-urbanos de Chile, es decir, aquellos territorios compuestos por una ciudad de entre 18 mil hasta 300 mil habitantes, y su entorno rural. Dichos territorios muestran algunas caracteristicas distintas tanto de los territorios rurales como de los urbanos y metropolitanos:tienen una estructura productiva significativamente mas diversificada que la del resto, y concentran una parte importante del empleo en sectores basados en recursos naturales. Estos territorios tienen niveles de capital humano, participacion laboral femenina, formalidad laboral y dotaciones de bienes y servicios menores que los territorios urbanos y metropolitanos, pero significativamente mayores comparado con zonas rurales aisladas. Tienden a contar con niveles intermedios de dinamismo economico e inclusion social. Los territorios rurales-urbanos que han logrado un crecimiento inclusivo en el tiempo tienen una mejor provision de bienes y servicios publicos. En cambio, la diversificacion de la estructura productiva esta correlacionada con crecimiento del ingreso, pero no con reduccion de la pobreza y la desigualdad.
