Meta-evaluacion de 15 anos de dtr

Abstract

El documento evalua la capacidad de las politicas publicas basadas en el enfoque de desarrollo territorial rural (DTR) para generar mejores condiciones de vida y mayores oportunidades de desarrollo para las sociedades rurales del continente mediante la revision de 40 programas de DTR. Las principales conclusiones son: el enfoque de dtr se ha establecido como el principal marco analitico para pensar lo rural y disenar politicas y programas de desarrollo rural en America Latina; la aplicacion del enfoque de DTR ha hecho un aporte muy destacado a la democratizacion de la gestion publica en el medio rural, dando mayores espacios a grupos que estaban muy marginados. Sin embargo, no es posible establecer cual ha sido el impacto de estas politicas y programas DTR sobre las oportunidades de desarrollo y el bienestar de los habitantes de los territorios, o sobre la desigualdad territorial, debido a que dichas politicas y programas mantienen la mala tradicion de carecer de evaluaciones de resultados e impacto independientes y basadas en metodos confiables.
