Industrial policy in Latin America. The recent national auto-parts regime in Argentina

Abstract

The auto-parts trade has turned into an outstanding source of foreign deficit in Latin American countries, posing increasing macroeconomic risks as well as challenges for industrial policy. In Argentina, several policies were designed to halt or reverse this result. In this article, we aim to evaluate the latest industrial policy regimes for the auto-parts segment implemented between 2009 and 2014. A first exploratory stage of the research shows little impact on the elasticities of imports upon changes in final vehicle production and exchange rate for different trade items considered. These results are confirmed by a decomposition analysis of Oaxaca-Blinder.
