Abstract

Рассматриваются источники формирования навыков в современной экономике. Подчеркивается важность как когнитивных, так и некогнитивных навыков в достижении успеха в экономической и социальной сфере, а также роль формальных учебных заведений наряду с семьями и фирмами в качестве источников обучения. Формирование навыков - это динамический процесс с выраженными синергетическими компонентами. Навык порождает навык. Инвестиции на ранних этапах способствуют инвестициям впоследствии. Некогнитивные навыки и мотивация являются важными факторами успеха, и их можно развивать в более позднем возрасте и с лучшими результатами, чем базовые когнитивные навыки. Методы, используемые в настоящее время для оценки образовательного вмешательства, не учитывают некогнитивные навыки, что ведет к существенной недооценке выгод от программ раннего вмешательства и программ по воспитанию и мотивации подростков. При существующем уровне инвестиций американское общество недостаточно вкладывает в самых молодых и чрезмерно инвестирует во взрослых людей с низким уровнем навыков.DOI: 10.17323/1814-9545-2011-3-73-137
