Проблема Качества Высшего Образования: Мировые Вызовы И Их Российские Трансформации

Abstract

В статье рассматриваются международный контекст проблемы качества высшего образования и особенности ее российской адаптации. Описываются основные причины актуализации проблемы качества (упадок государства всеобщего благосостояния, массовизация и интернационализация высшего образования), рассматривается всеобщий контроль качества как наиболее распространенное решение проблемы. Представлены результаты анализа 24 интервью с преподавателями российских вузов. Показано, что в российских условиях государственные инициативы по увеличению прозрачности и подотчетности университетов интерпретируются участниками реформ не столько как введение рыночных правил игры, сколько как очередное укрепление авторитарной власти государства, чему способствует схожесть внешних проявлений обеих интенций, выражающихся в усилении контроля над университетами.
