Модель Совмещения Кредитов На Оказание Образовательных Услуг С Субсидированием Их Возврата

Abstract

В настоящее время в соответствии с Концепцией реформирования бюджетного процесса в Российской Федерации в 2004-2006 гг., одобренной постановлением Правительства Российской Федерации от 22 мая 2004 г. № 249 "О мерах по повышению результативности бюджетных расходов", приоритетной становится задача повышения эффективности использования бюджетных средств, разрабатываются методы бюджетного планирования, ориентированные на результат. В статье рассматриваются два способа финансирования, реализуемые в системе профессионального образования в определенной мере уже в настоящее время, в рамках действующего сметного бюджетного финансирования: кредитование населения при получении образовательных услуг и субсидирование получения профессионального образования по значимым для государства специальностям. Целью рассмотрения этих двух механизмов является выявление потенциальных проблем на пути их внедрения. Необходимо отметить, что большинство из них преодолимы и рассматриваются лишь как риски, которые следует минимизировать.
